But the actual outcome of the HFA contained contradictions: while disaster mortality decreased over its period, not only did exposure increase faster than vulnerability decreased but also the economic costs continued to rise (Lavell and Maskrey 2014).
Four ASEAN member states were ranked among the top 10 countries most affected by climate and other disasters between 1996 and 2015; half of global disaster mortality occurred in Southeast Asia between 2004 and 2014, the region recorded 354,000 out of 700,000 total deaths due to disasters worldwide (Lassa and Sembiring 2017).
