He filed or joined 13 lawsuits against EPA and settled even more against polluters that would permit power plants to spew more sulfur dioxide, mercury, arsenic, cyanide and other poisonous toxins into the air; allow more smog to blanket our rural communities, cities and national parks; and allow more pollution in our rivers and lakes and the water we drink.
The first, in 2016, proposed a revenue-neutral plan that would have collected more from polluters and directed the funds toward reducing other taxes.

The environment ministry says it will put full-time inspectors into all big mines, tighten licensing and punish polluters more severely.
A Strained Partnership After the spill, the government and BP were supposed to cooperate, partly a consequence of laws written after the 1989 Exxon Valdez spill that were intended to make polluters more accountable for cleaning up their own messes.
The department has listed more than 500 polluters; most are factories and power plants, but they also include gasoline storage sites, waste incinerators and even big commercial buildings, like hospitals, that have generators or incinerators.
The work makes lawsuits against major polluters more likely, said barrister Richard Lord QC, an expert on climate litigation at Brick Court Chambers in London: "Showing that the chance of an event occurring has increased by say 100% or 200% gives you a much better chance of showing causation.
