But he agrees that boards are becoming more capable, and says this has been a factor in Germany's economic revival.
"The process of going into business is going to make anybody who tried it better, smarter and more capable," he says.
"In terms of our ability to deal with that type of threat, I think each passing day we become more capable," he said, adding that federal, state and local governments were better prepared and coordinated than he had expected.
