Among their findings: *A third of mentally ill inmates eligible for discharge planning services refuse to accept them, the monitors' report said, a reflection of "inadequate attempts" by mental health staff members to communicate the program's benefits, according to the report, dated Dec. 16.
While Connecticut and New Jersey have comprehensive state-mandated monitoring weekly during the swimming season and do surveys to find sources of pollution, New York has only limited monitoring, the report said.
"On numerous occasions all of the disabled-parking spaces in either of the garages or short-term lot were occupied — many of which were occupied by the airport workers' cars that we were monitoring," the report said.
The most common complaints, the monitor's report said, were related to the bank's obligation to provide a single point of contact to borrowers seeking modification of their loans.
The program also involved as many as 35 other world leaders, some of whom were still being monitored, the report said.
After making unannounced visits to the hospital the monitoring committee's report said: "Idle patients are living in a physical and psychological environment that, at best, strains the meaning of 'humane.' Patient rights to privacy and safety are not ensured".
The city also employs attendance monitors, but the report said they were stretched thin — 392 people tracking nearly 200,000 students with serious attendance problems — and struggled to cover broad swaths of the city from centralized offices.
Peter E. Carter, interim superintendent of the 6,100-student Plainfield School District in Union County, which received its monitoring report yesterday, said it noted problems that had already been resolved.
Havant Academy is still in special measures, but in its last monitoring report, Ofsted said the school was making progress.
