While it is difficult to know exactly what aspect of the QI intervention led to this success, we believe that improvements are likely attributable to increased staff involvement in solving problems and testing solutions, associated with increased use of local data to set targets and monitor progress, improved teamwork, and enhanced staff accountability for care of the HIV-positive population.
