While Treasury said the effort is on track to meet its goal of 3 million to 4 million modifications over the next three years, it said that servicers' performances had been "uneven," and it asked that they ramp up efforts to reach 500,000 trial modification starts by November.
It said the modification meant the tunnel would avoid important archaeological sites and would not intrude on the view of the setting sun from Stonehenge during the winter solstice.
It has also said that any shortfall in hoped-for loan modifications under the program has been more than made up in private loan modifications, for which it says the HAMP program has set new industry standards.
