We find that the improvement in model quality from averaging results from the superposition of two effects: a dampening of deviations from the correct structure in the least well modeled regions, and a reinforcement of consistent movements towards the correct structure in better modeled regions.
The data sources supporting parameters for importation of infected cases reach beyond the modeled region requiring the regional models to couple with global importation models.
Data on each of these parameters are synthesized using a hierarchical empirical Bayesian model to make estimates for 21 world regions based on observed data in each modeled region, data observed in other regions, and data from other time periods (by estimating a time trend).
