"That's the sort of model we are trying to promote," says Oakley.
"The model we are having in Russia, the socioeconomic model, is incompatible with the parliamentary democracy," he said.
Though partly dismantled after the war, this model, we are told, became the blueprint for Franklin Roosevelt's New Deal.
"We don't support any one particular model; we are keen to see recommendations of the expert panel implemented and we wait for the parliament recommendations," he said.
But by providing a sustainable model we are hoping that other academics and institutions will take note and feel emboldened to launch similar initiatives.
