"It's under people's radar screens until they come into contact with it, and when they do it requires a very methodical approach and mitigation of it," said the Massachusetts state fire marshal, Stephen D. Coan.
This decision was being implemented at the time our study completed its analysis so we are unsure as to the cost or effect of said mitigation.
"Our experience has been that the prosecutors are receptive to this type of mitigation," said William T. Easton, deputy capital defender for the western region of New York, who defended a mentally retarded criminal who had faced the death penalty, but is serving a life term.
That knowledge is crucial given the widespread benefits of mitigation, he said.
"This can do more than anything to unlock the huge investment necessary for climate change adaptation and mitigation," Ban said of the need to replace fossil fuels with clean energy sources by 2020.
"Information assurance is one means of risk mitigation," he said.
