Hammond, who will travel to South Korea on Friday, said he had told them that controls on European migration would not mean "choking off" the supply of highly skilled workers.
But in his speech, which took place in Southampton, Mr Cameron said the government's cap on immigrant numbers would "mean net migration to this country will be in the order of tens of thousands each year, not the hundreds of thousands every year that we have seen over the last decade".
"To reduce net migration to the tens of thousands would mean cutting the numbers coming from within the EU by much more than half while simultaneously significantly reducing migration from the rest of the world," said Bell. "To achieve that you'd need a very aggressive points-based system and to accept a lot less temporary labour.
Scott Blinder, senior researcher at the observatory, said: "The Government's current policies only look likely to reduce net migration by about 75,000 at best, which would mean that further reductions of more than 67,000 would be needed to meet the tens of thousands net migration target".
This kind of deal would mean still preserving control over migration policy – and that's what manifests at the end of your road; harmonised import duties don't.
Supposing that an improvement would mean a decrease in continuous migration of 10% in order to be clinically relevant, an alpha level of 0.05 and a beta level of 0.20 (power = 80%) would require 25 cases in each group.
He says the option of voting to leave but retaining free movement for EU citizens – to qualify for access to the single market – would mean only a small reduction in migration to Britain.
The migration plans, outlined to the committee by the home secretary, Amber Rudd, would mean continued free access for EU students and tourists but impose a skills-based work permit scheme for those seeking to take a job.
Helprin worries that the truncation of copyright (a strawman, since the legislative movement is entirely in the other direction) would mean "the virtual disappearance of the profession of writing other than its migration into the academy, think tanks, or various other corporate bodies, where the cadre of writers would find themselves beholden to various types of department heads".
