Specifically, in 2006 the government passed the China Renewable Energy Law and in 2007 it released a mid- and long-term renewable energy implementation plan (Mid and Long Term Renewable Development Plan), with a target of 15% of primary energy consumption to come from renewable sources by 2020, and the government will likely raise this to 20%.
What I mean by that is that as households and small businesses implement energy efficiency and renewable solutions using mechanisms that don't hurt the pocketbook up front, they will be saving financial resources in the near term and in the mid to long term be well positioned as the price of extracted energy continues to climb.
