Present methods for priority setting are poorly adapted to address the full range of health system objectives.
Methods for priority setting in primary health care have been suggested [ 4, 13, 14], but there are few practical examples of systematic priority setting in PHC [ 15].
However, all methods for priority setting that rely on evidence and comparisons of alternatives are incomplete if they do not include all relevant alternatives.
There are no common standards for research classification, methods for priority setting and no mechanism across WHO, or within the governance of global health research more generally, for managing a research portfolio as a whole.
Following this, a number of key issues are addressed including the link between health technology assessment and priority setting at the local or regional level, how organizations can go about improving their priority setting activity in practical terms, and finally why it is critical that proactive methods for priority setting are required not just in times of serious fiscal constraint.
The documents also highlighted how these selected projects had an impact, or potential impact, on services (see Table 2 for examples).> The methods of prioritisation included a range of processes, namely i) historical trusted partnerships with on-going dialogue; ii) platforms for negotiation and decision making; and iii) formal consensus methods for priority setting.
The difficulty in undertaking this survey highlights the complexity of obtaining an Organization-wide assessment of research activity in the absence of common standards for research classification, methods for priority setting and a mechanism across WHO, or within the governance of global health research more generally, for managing a research portfolio.
One method used for priority setting among health interventions is economic evaluation [ 1].
Data from the RAI-HC also can generate an algorithm, called the Method for Assigning Priority Levels (MAPLe) [ 34].
