Shutoh et al. (2006) have shown that memory of the learned response is first formed in the cerebellar cortex and then only memory of the response amplitude is transferred to and consolidated at the CN.
"The first time that your brain experiences a stimulus, it devotes attention to it, but then for subsequent exposures, it relies on memory, and the response is far less," he says.
It presumably occurs because the memory of the response on which the reinforcer acts (the response trace) decays over time.
