Maximum fines were increased to $10,000 from $2,000 for each violation.
The biggest maximum fines were handed out to Inter (€20m), Monaco (€13m) and Roma (€6m), although the exact amounts for each club are dependent on a number of conditions, Uefa announced in a statement.
"However, the university believes that the department's imposition of maximum fines is not warranted based on the particular situations that resulted in findings of violations and, as a result, does not meaningfully advance the goals of the Clery Act," Conroy said.
The maximum fine was $43 million.
By law the maximum fine is $2,500.
TV licensing rules say the maximum fine is £1,000.
He said the maximum fine was $5,000 or six months in jail.
"You might have seven hazards on one notice, but the maximum fine is still £5,000".
The maximum fine is $250, and summonses can be issued only when drivers are stopped for other offenses.
A Treasury official said that there were no plans to launch criminal cases against the so-called human shields and that the maximum fine was likely to be $10,000.
