The bill's critics say that credit-card companies and other lenders are themselves largely to blame for the explosion in bankruptcy -- specifically, that their mass solicitations for high-interest credit cards and other loans have encouraged irresponsible spending that has landed borrowers in bankruptcy court.
The JOBS Act also exempts small companies from various public disclosure requirements, while blessing a new form of financing to start-up companies known as crowdfunding that allows companies to go online to raise up to $1 million by pooling mass solicitations.
Companies will be permitted to raise up to $1 million through mass, online solicitations via the Internet.
At issue are rules on "general solicitations," or mass advertising of nonpublic securities to individual investors.

But with the wholesale solicitation of credit and mass marketing of cards, fraud is an epidemic.
Next month, rules mandated by the JOBS Act and adopted in July by the Securities and Exchange Commission will go into effect that loosen the decades-old prohibitions on general solicitation efforts such as cold calling, mass mailing, and running certain commercials.
