"map of issues" is a perfectly acceptable phrase in written English.
You can use it to refer to a visual representation of a problem or set of problems, such as a timeline plotting the development of an issue or a chart demonstrating the range of different stakeholders' perspectives. For example: "The conference organizers presented a detailed map of issues to guide the discussion, charting the stages of the dispute from its beginnings to the present day."
