"mandatory command" is a correct and usable phrase in written English.
You can use it to describe orders or instructions which are obligatory and must be followed, with no exceptions. For example: "All employees must adhere to the mandatory command to wear face masks in the office."

This is a (slightly different) version of the compromise I imagined in a post on this blog a few weeks ago: striking down the mandatory command but leaving in place the tax penalty.
A more authoritarian near mandatory command might be 'you had better/you should/ you must do it straight away'.
