Still, in the view of James H. Herrick, manager of equity trading at Robert W. Baird & Company, "there's room for another shoe to drop".
Fidelity, the largest manager of equity Isas, wants Alistair Darling to restore the ability to reclaim tax paid on dividends on shares held within an Isa.
"With the overall financial crunch we've experienced, this brings new confidence in the sector," said Jim Herrick, manager of equity trading at Baird & Company, referring to Ambac.
"In addition to the boom in Asia, shipping firms have gone through mergers and their competitiveness has improved," said Hiroichi Nishi, general manager of equity marketing at Nikko Cordial Securities Inc.
And Drexel has been co-manager of equity or debt offerings this year for some of the nation's largest financial institutions as well as Pepsico, the American International Group, Kroger and the Southern Company.
"When an institutional order hits the New York Stock Exchange, it's like dropping a rock into a pond," said John Wheeler, the manager of equity trading at American Century Investment Management of Kansas City, Mo., which controls the American Century family of mutual funds.
Still, "with crude trading up near $130, and a big advance last week, some investors are taking chips off the table," said James H. Herrick, manager of equity trading at Robert W. Baird & Company.
