Rather than helping to boost young people's economic prospects, the majority of apprenticeships are "low skilled" and "dead end", according to Dr Martin Allen and Professor Patrick Ainley from the University of Greenwich.
"There is a big gap between the function apprenticeships should have in our economy and how they're being used in practice: the majority of apprenticeships are being used to train older people, and those who are already employed at their company, instead of taking on young people out of work".
Simon Bunney, who runs the Parliamentary Academy, points to a fundamental issue: "The problem is similar to lots of areas of employment in the 21st century, including jobcentres and careers advice – how do you adapt them to a post-industrial society where the majority of employers are small?" Apprenticeships, as they stand, are a solution to an industrial or even pre-industrial problem.
The majority of mothers had obtained an apprenticeship certificate 61.6 %, whereas 37.0%% of the fathers had obtained this.

In other words, a large majority of very small companies will never engage in apprenticeship training, but full participation is not necessary for a functioning apprenticeship training market to provide a sufficient number of apprenticeship places.
