Many governments have yet to present plans, including major emitters like Brazil, which has a large Catholic population.
"What is positive in Durban is that governments have reopened the door to a legally binding global agreement involving the world's major emitters, a door which many thought had been shut at the Copenhagen conference in 2009," said Bill Hare, director at Climate Action Tracker.
Nowhere is that clearer than with the talks on a United Nations Framework Convention on Climate Change, which have been marked by wrangling over which major emitters should go first.

After fitting these images using MFA with a target resolution of 20 nm or 50 nm, the localization fraction was calculated by taking the ratio between the number of correctly localized emitters which is defined as having a registered emitter position near the localized emitter within the target resolution and the total number of emitters in simulation.
The error rate of the algorithm was obtained by calculating the ratio between the number of mis-localized emitters which is defined as having no actual emitter position near the localized emitter within the target resolution and the total number of emitters obtained from fitting.
The initiative is also — surprise —financed by oil companies, which are major emitters of greenhouse gases and have the most to lose from any shift away from carbon-based fuels.
But it will get the world a good chunk of the way there, and it represents the beginning of a process in which all major emitters will be expected to step up.
Under such a system, the government would set an over-all cap for CO2 emissions, then allocate allowances to major emitters, like power plants and oil refineries, which could be traded on a carbon market.
It's clear that the major emitters wanted to ratify Paris in early 2017 at the latest, a step which not only locks in the US but also accelerates all of the processes embodied in the bottom up Paris agreement - a critically important factor in maximizing the odds that the next round of global commitments, due in 2019, are as ambitious as possible.
