The new audit, released on Wednesday by the city controller's office, estimated that there were up to 143,017 major crimes in the city in 1998, compared with 106,017 recorded by the Police Department.

Other cities, though, have seen a reversal; in Los Angeles, major crime was up 6percentt compared with a year ago and violent crimes were up more than 16percentt.
Major crimes reported in the precinct are down by nearly 6percentt compared with last year, and nearly 70percentt compared with 1993.
"Since the program's inception," Police Commissioner Howard Safir told the City Council this month, "major crime has decreased dramatically when compared to last year.
Major crimes are down 11.3percentt.
Major crimes are called "index crimes" because they are an indicator of all crime, according to experts.
If major crimes are falling, so, typically, should lower-level crimes.
In 1945 major crimes increased 12.3% over 1944.
