"In so doing, European governments are standing conventional macroeconomic thinking on its head.
The benefit is small but significant, said Rolf Schneider, head of macroeconomic research at the German insurer Allianz.

"I am not surprised that Germany has been hit harder than other countries," said Gustav Horn, head of macroeconomic research at the Deutsche Institut für Wirtschaft in Berlin.
"What we are seeing is the ability to have economies form around the data and that to me is the big change at a societal and even macroeconomic level," says Craig Mundie, head of research and strategy at Microsoft.
The overall trade balance has shifted slightly in China's favor, although there are significant differences among Southeast Asian countries' trade balances, said Thomas Kaegi, head of macroeconomic research for the Asia-Pacific region at UBS Wealth Management.
"Inflation has accelerated sharply from levels of around 1 percent at the start of the year, but this is entirely due to rising food and energy price inflation," said Nick Kounis, head of macroeconomic research at ABN Amro.
Given its historical relationship with growth in gross domestic product, "the indicator is consistent with the economy growing by around 0.6 percent in the third quarter," said Nick Kounis, the head of macroeconomic research at ABN AMRO.
John Cunliffe, the Treasury's head of macroeconomic policy, told backbench MPs that double digit house price inflation will slow following the Bank's two increases in interest rates since last November.
