This hypothesis was tested in the Nordic tax study, which also covered similar changes in travellers' allowances in Denmark and Finland as well as alcohol tax decreases in Finland in March 2004 (an average tax decrease of 33% on all alcoholic beverages or 44% decrease on spirits corresponding to a 36% lower off-premise retail price on spirits).
Mr Balls' planned cut would add to a list of existing breaks (most charity stores, rural shops and farms are exempt), offering a lower rate on 1.5m premises, or 80% of the total.

State nurseries tend to have newer facilities, and may have lower overheads if they share premises with state schools.
"The food safety officer will be taking the necessary action to ensure that the issues identified at caring premises with a lower rating are addressed and that vulnerable people are not put at risk," he said.
Julie Barratt, director of the Chartered Institute of Environmental Health in Wales, said the institute was concerned "when it became obvious that some premises with a lower score were choosing not to display their score, because that rather undermines the system".
