With the extension of compulsory schooling until the age of 16, in 1994 a vocational training scheme was introduced within the education system at a very low level of qualification, particularly designed for adolescents classified as low academic performers in secondary education and for adolescents in situation of social vulnerability.
Martin Doel, the AoC's chief executive said: "These figures add weight to the results of our October survey of colleges and a new set of interim enrolment figures collected from colleges, both of which suggest that there has been a fall in the number of students leaving school with low levels of qualifications starting at college this year".
These barriers include low availability of resources, low morale and motivation among staff and low levels of qualifications.
Since 'required education' is measured as the average education of people in each occupation, individuals with the highest level of qualifications must be employed in an occupation for which 'required education' is less, i.e. they must be overqualified, while those with the lowest level of qualifications can only be underqualified.
This effect is most apparent in the early stages of the study, where mothers holding a university degree had 0.49 fewer children (CI: −0.56 to −0.42, p < 0.001) than mothers with the lowest level of qualifications.
They still experience difficulties in education and in the labor market because of their generally low level of education and lack of qualifications, and because of companies' resistance to hire this group of people [ 18].
There are 20,000 agents masquerading as independent financial advisers with low levels of relevant qualifications.
Among the most important are a lack of assurance or self-confidence, a lack of motivation, poor physical and mental health, substance abuse, lack of qualifications, a low level of social skills, limited access to supportive social networks, and stigmatisation linked to being a former prisoner [ 6- 9].
However, as seen in Table 3, FDCs have the lowest level of staff qualifications of all ECECs.
Low income was defined as annual income <£20 000 and low level of education if one or both parents had left school without qualifications (GCSEs or O-levels at 16 years).
