"It's a classic arms race — escalation for not a whole lot of gain," he says.
"Because what you have to do is meet a composite score, you could get a lot of gain from your white kids and a little gain from black and Latino kids, and still be O.K".
"I have to look at it as, How is this task going to benefit the recipient?" Where other people see hassle, he sees bargains, a little work for a lot of gain, including his own.
"It doesn't take a lot of gain numerically to result in a large percentage increase".
"The antennas there need to be massive with a lot of gain, so they can receive fine information and push a lot of data," Lander said.
