The real-terms protection for police budget will only be delivered "when local precept income is taken into account", ie when council tax increases are used to make up some of the difference.
"Someone needs to point out to the minister the difference between a local precept and the whole council tax bill, with massive amounts going to the county council, police, fire & rescue, the borough or district council element and only then the precept," he said.
