This is meant to be a publicly available web-based source of information about local authority service performance, something that would allow comparisons to be made fairly, between genuinely comparable areas.
The local authorities whose performance is judged as excellent are: Barnet, Bath and North East Somerset, Buckinghamshire, City of London, Hammersmith and Fulham, Hampshire, Havering, Hounslow, Kensington and Chelsea, Kingston Upon Thames, Lewisham, Lincolnshire, North Somerset, North Tyneside, Oldham, Richmond upon Thames, Sutton, Trafford, Wandsworth and York.
The Health and Safety Executive, along with local authorities, regulates the performance of such duty holders and does so by providing information and advice, as well as enforcing compliance with the law.
On Monday, the local authority reversed itself and let the performance go ahead; the 800 available tickets for two performances were snapped up within hours.
"As a local authority we have had concerns about performance at Ysgol Clywedog for some time and we have challenged and supported the school to make improvements," said councillor Michael Williams, the authority's lead member for children's services and education.
Performance has improved in local authority areas, with 16 out of 22 now above the 60% target set for each county, up from 14 in June.
