Opportunistic litigation will be reduced, saving taxpayer dollars and freeing up resources for those with legitimate cases.
"This particular species of litigation will be manifest in many different types of lawsuits in many different jurisdictions".
In addition to lawyers' fees and state filing fees, the group is anticipating that litigation will be needed against opposition to recounts.
"That puts some candidates in a holding pattern in which they can't be certain about when the litigation will be settled and whether the lines will move," said Jeff Crosby, a Democratic consultant in Austin.
With other legal cases underway against him, and the possibility that new litigation will be filed, he is now far more vulnerable than he was when, as prime minister, he seemed virtually untouchable, swatting away sex and corruption scandals.
