"You will not have a recovery in the euro zone that puts a serious dent in unemployment unless we get a de-leveraging," said Willem H. Buiter, senior economist at Citigroup.
"Hospitals want to maintain their revenue streams and enhance their bargaining leverage," said Professor Gaynor.
"We're willing to use our leverage," said a senior administration official.
"He's trying to increase his leverage," said Lawrence J. Goldstein, president of the Petroleum Industry Research Foundation, an industry-supported policy group in New York.
"When somebody from one of the clubs calls up, what is your leverage?" said John Sterling, publisher of Henry Holt.
"What makes it unique is that the union has no leverage," said Dean Bonham, a sports consultant in Denver.
"As Dewey's partnership ranks thin, the banks have all the leverage," said Bruce MacEwen, a lawyer and consultant who publishes the Web site Adam Smith Esq.
"Republicans have turned the necessity of raising the debt ceiling to pay our bills into political leverage," said Representative Peter Welch, Democrat of Vermont.
"The core issue there is the quality and quantity of capital and setting standards for that, and also an appropriate cap on leverage," said Mr. Flaherty.
"Plea bargaining will invariably lead to a substantial increase in the criminal penalties in order to give prosecutors more leverage," said Ron Soffer who runs a Paris law firm.
