Ward Stone, state wildlife pathologist, said many cases are the result of birds eating smaller prey with high levels of poisons.
The consequences include higher accident and death rates, higher levels of poisoning, and frequent return trips to hospitals and medical centers because medications are not taken properly.
With an oxygen deficit, the human body can suffer drowsiness, headache and nausea, followed, at increasing levels of poisoning, by respiratory failure, convulsions and death.
"The golden eagle deaths are concerning and the overall levels of poisoning incidents suggest that further measures may be needed to tackle this problem," she said.
The agency's tests show that lingering levels of poisons in the river's fish cannot be explained by leaks from the company's factories in Hudson Falls and nearby Fort Edward, where G.E. used PCB's for nearly three decades.

Age pattern studies have demonstrated that children aged 1 3 years have the highest levels of poisoning risk among children aged 0 4 years, yet little research has been conducted regarding risk factors specific to this three-year age group and the methodologies employed varied greatly.
