The Copenhagen accord, brokered by Obama and more than two dozen other world leaders, fell far short of the legally binding treaty sought from the two-week conference.

The summit in Bavaria will be followed by three global summits in the second half of 2015: the first in Addis Ababa will look at financing for development; the second in New York in September will set the United Nation's sustainable development goals for the next 15 years; the third in Paris in December will seek a legally binding deal on climate change agreed to by every nation.
But given this situation, bringing them all together would be challenging; for instance, the climate change negotiations seek a legally binding accord ratified by world parliaments while the disaster risk reduction process and the Sustainable Development Goals aim for voluntary agreements.
They have but one real goal: They seek a "legally binding and universal agreement" to reduce greenhouse gas emissions, "with the aim of keeping global warming below 2°C," according to COP21's website.
While the European Union has stated that it is committed to legally binding mitigation targets, other countries have sought different formats.
The Conservative, Liberal Democrat and Labour leaders have pledged "to seek a fair, strong, legally binding, global climate deal which limits temperature rises to below 2C", the level seen as the threshold of dangerous global warming.
So the private agreement between the brothers, which younger sibling Anil was seeking to enforce, is not legally binding.
