Mr. Paul's surprising surge in polls is creating excitement within a part of his political base that has been behind him for decades but overshadowed by his newer fans on college campuses and in some liberal precincts who are taken with his antiwar, anti-drug-laws messages.
Chris Cooper, a spokesman for the State Department of Transportation, said that according to the law, each message must be on the board for at least six seconds and the new messages must be displayed within three seconds to prevent drivers from getting distracted, he said.
"Fordham cannot be placed in a position to break the law," the message read, in part.
Although the Senate is unlikely to make the bill law, the message is plain enough: internet gambling is corrupting and illegal and should be stopped.The congressmen's eagerness to demonstrate their uncompromising moral stance is more ironic than impressive.
During his mayoral campaign, Michael R. Bloomberg's law enforcement message, such that it was, centered on a basic theme: Rudolph W. Giuliani had put the lid on crime, and if elected, Mr. Bloomberg would try to keep it there.
