"laugh it up" is a correct and usable phrase in written English.
It is often used as an informal way of telling someone to enjoy themselves or have a good time. It can also be used sarcastically to dismiss someone's behavior or actions. Example: "After weeks of non-stop studying, it's finally the weekend. Let's go to the beach and laugh it up!" Example: "Oh, I made a mistake? Well, laugh it up. See if I care."
