Paula Patrick, the Fairfax system's foreign language coordinator, said Americans have for too long had a "mind-set that everyone else in the world could learn English".
School officials scrambled to hire an English as a Second Language coordinator at $60,000 a year to accommodate the influx of immigrants.
In Fort Atkinson, Wis., a small town tucked in soybean and corn fields, Vicki Wright, the district's English-as-a-second-language coordinator, answers telephone calls frequently from panicky teachers encountering non-English-speaking students for the first time.
The bride's mother is the language arts coordinator for Regional School District 17, encompassing Higganum, Killingworth and Haddam, Conn.
Alberto Garcia, the center's language services coordinator, said the new system saved time because the interpreters did not have to show up in person.
"If you don't know yourself and think you want to be a biologist, you may realize in your sophomore year in college you don't like science," said Mercedes Arias, a Linwood language arts coordinator who is helping develop the learning plans.
Others who were recognized immigrated to the U.S. from Armenia, Mexico and Korea, said Pat Zayas, the school's English language civics coordinator and president of the nonprofit Altrusa International of Glendale, which organized the event.
"I was insulted," says Jules Daulby, language and literacy coordinator at Thomas Hardye school in Dorchester.
"These are people who are being characterized as uncooperative witnesses, which can have a devastating effect on these cases," said Amy Taylor, language access project coordinator for Legal Services NYC.
"This does not replace global learning — it expands it," said Joan Kass, a foreign language teacher and coordinator for the White Plains school district.
