'lacking context' is a correct and usable phrase in written English.
You could use it to comment on a statement or situation that is difficult to understand without more information or explanation. For example, when describing the details of a case in court, you might say, "Many of the testimonies were vague and lacking context, making it difficult to determine the truth of the matter."
