According to Child Help, a national nonprofit organization dedicated to helping victims, over 90percentt of sexually abused children know their perpetrator.
The victims said they knew their perpetrator in only 13.7% of cases and in such cases; the violator was reported to be more likely to be an unarmed civilian who violated a minor (62%) (Table 2).
Perhaps the president was trying to distinguish acts of terrorism from crimes of passion where the perpetrators know their victims personally.
In almost 90% of the elder abuse and neglect incidents with a known perpetrator, the perpetrator is a family member, and two-thirds of the perpetrators are adult children or spouses.
"We know that perpetrators often fantasize about their deeds long time before committing them," wrote Böckler in an email to HuffPost.
We know the victim, and we know the perpetrators, too.
"We do not yet know the perpetrators," he told reporters.
The bill is a response to reports that the military officials in charge of making decisions about sexual assault cases within their ranks often know the perpetrator personally, and in some cases, are either the perpetrators' friend, or are the perpetrators themselves.
IN THE days after the attacks on New York and Washington, DC, it was not only politicians and officials who realised how little they knew about the perpetrators, their motives or their putative backers.
Many victims do not report losses, perhaps because they are too ashamed, or they know that the perpetrators, usually based overseas, get clean away or their chances of compensation are remote.
