If an item is justifiably absent due to the presence of one or more CFs, it should be scored 'Not applicable'.
In the standard rating protocol, the absence of criterion behaviour is penalized by a low item score, whereas judging a sub-item to be justifiably absent will lead to relatively higher item scores.
