The word "judgmental" is correct and usable in written English
You can use it when describing someone who is overly inclined to make quick and harsh decisions without considering all of the available facts or information. For example, "Jane was uncharacteristically judgmental when making her decision about whether to hire the new applicant; she didn't even ask for references."
