The main contribution of the presented methodology is that it enables to determine the relative importance of the factors used in performance evaluation based on the subjective judgements of decision-makers, which is one of the most important steps of performance evaluation studies.
To overcome limitations of subjective judgement of decision maker, uncertainty and imprecision, Saaty integrated AHP with fuzzy set theory.
Focal element set (FES) S m is a subset S m ⊂ U, in which the number of elements is denoted by m, e.g. S1 = {s α } or S2 = {s α, s β } or S3 = {s α, s β, s γ }..., where α ≠ β ≠ γ and α, β, γ = 1, 2,..., M. Set S m reflects the uncertainty of decision judgements.
These difficulties can be partly avoided by using the personal judgements of agents whose decisions control the structure of present and future food supply chains.
In this paper report on the results of a survey related to judgements of influence on decision-making and follow up interviews of these 55 HIAs (48 of 55 responded) and the 11 in-depth case studies see Additional file 2. The research is an interdisciplinary group work acting as a bridge between urban planning and multiattribute decision making; thus judgements of experts from different disciplines are used in every stage of the study.
