The job of Qaeda operations head is particularly perilous, as C.I.A. drone strikes in Pakistan have killed a number of people holding that position over the past year.
So officials at zoos and aquariums around the country are freezing or cutting jobs, reducing hours of operation or eliminating programs, or are planning such cuts as the next fiscal year approaches.
"The federal authorities are on the front lines on terrorism, and we've now got a Police Commissioner, Ray Kelly, who has done a great job of coördinating his operation with Washington," Snyder said.
"We are working around the clock to make it happen," said Mr. Kashkari, a former Goldman Sachs banker who has been entrusted with the job of building this operation within weeks.
The only comfort is that they will be spared the job of integrating their operations in a downturn or recession.
What should be learned from cases like this is how to do a better job of uncovering spy operations in the United States before serious damage results.
The regulators perform stress tests on the big institutions every year; and the banks' role is to get on with the job of reorganising their operations to fit the new ringfenced model while reordering their capital structures to contain the correct portion of instruments capable of absorbing losses.
While they've mounted an effective ground campaign, and they've generally done a good job of morphing their operations to diffuse the utility of the airstrikes, they've not proven themselves sustainable in the long-term.
