This is a grim nod to an Oxfam report released earlier this year, which noted that food bank users have been giving back items which require cooking – rice, spaghetti, soup – because with no money to pay the bills, they have no means of cooking it.
Eight of the items at each test were translation items, which required students to translate between different representations of mathematical information (see Additional file 1: Appendix A).
They do not specify how many carriers, but considering the number of items which require reporting (16), and the number of major airlines involved (15), the airlines collectively claim they would incur costs of approximately $240 million.
On the other hand, single indicators contain several different items, which require separating.

Assessment items which require complex problem-solving call on mental models appropriate to that particular context, and the item can only be answered confidently and correctly if the mental model is present at the level of proficiency.
The remaining two questions, one concerning "how performance is reviewed", required respondents to circle only one appropriate answer and the other on "how performance information is utilised" had six items which required yes or no answers.
