"I know enough to know I'm not voting for it," said Representative Jason Chaffetz of Utah.
"It is absurd on the face of it," said Representative Mark Souder, Republican of Indiana.
"We feel pretty strongly about it," said Representative Dick Armey of Texas, the House majority leader.
