"it probably best" is not a grammatically correct phrase
It is missing a verb and does not make sense on its own. You can use "it is probably best" or "it would probably be best" in a sentence, as in: - "I think it is probably best to wait until next week to make a decision." - "It would probably be best to talk to your manager about this issue."
