"They are packaging this as a pollution cut, but in fact it is a pollution delay imposed on a program that the Clean Air Act requires to go faster," said Dave Hawkins, a lawyer for the Natural Resources Defense Council in Washington.
If it's a high-pollution day, they will be taking in large amounts of pollution.
"Today in the countryside, plastic film pollution is one of the key factors in severe ecological problems, and it's a long-term pollution issue," the newspaper said in a report published Monday, titled "Unbridled Plastic Film".
It's an anthropogenic pollution index.
"It's a kind of pollution naturalism.
"Because it's a plume of pollution, we want to make sure we're taking the appropriate precautions," Susan Craig, a department spokeswoman, said.
"There's been a dramatic increase in car ownership and traffic, more taxis and buses, so it's a new type of pollution.
"Some people are already convinced that it's a known fact that pollution [lowers birth weights]," he says.
"It's a proven fact that light pollution is harmful and wasteful".
It is not only a problem of climate change, it's a huge problem of human pollution as well, says Tupalaga Poulasi, a research officer in the fisheries department.
