McNamara questioned the issuing of a licence to Uber when its tax status was unclear.
"It is clear that ENRC is employing a delaying tactic to avoid payment by challenging circumstances surrounding the issue of a Brazilian licence in a foreign court whilst, in Brazil, purporting to take the project forward, as is ENRC's obligation.
"A draft EIS [environmental impact statement] has been completed but not submitted to the co-ordinator-general, pending finalisation of a related issuing of a casino licence that is critical to the project viability," the company said.
This includes the issue of a cap on licences.
