"is just off" is a correct and usable phrase in written English.
It is commonly used to describe something that is located close to a certain point or area, but not exactly at that point or area. It can also suggest a slight deviation or discrepancy from something. Example: The restaurant we're looking for is just off the main street, on the corner of 5th and Maple. (This means the restaurant is located close to the main street, but not directly on it.) Example: Your estimate for the project cost is just off by a small amount. (This means the estimate is very close to the actual cost, but not exactly accurate.).
