It goes without saying that the make or break of Papandreou's plan is going to be implementation.
Speaking in a public debate forum back in October, organized by Google to generate debate about the ruling, Schmidt argued that since the law focuses on European users Google is going to focus implementation on European sub-domains only.
"They've gone a long way to meet market expectations, and everyone is going to look at implementation," said Stephen Green, head of Greater China research for the banking and financial services company Standard Chartered.
The system may result in restricting implementations to recognized interventions, especially if financial support for intervention implementation is going to depend on the level of recognition.
"This is a great idea," she said, "but implementation is going to be extremely difficult".
But without the Lisbon Treaty, implementation is going to be much more difficult.
I think the aims for the Tef are very laudable and it's worth trying, but implementation is going to be complicated.
"Ultimately, it's a good idea, but the implementation is going to be problematic rather than helpful," said Gregory J. Riccio, the superintendent of Torrington public schools.
Varoufakis, who has warned austerity measures for Greece will strengthen support for the far right, told the broadcaster: "This programme is going to fail whoever undertakes its implementation".
"This is going to be the first significant implementation of GPUs at the Weather Company," she told me.
