KABUL, Afghanistan — A top United Nations official acknowledged publicly for the first time on Sunday that the country's presidential election had been marred by "widespread fraud," but said he has worked to ensure that the irregularities get documented.
What is also necessary is an approach that can streamline the methods of determining irregularities and documenting evidence for evaluation and discussion.
Opposition lawyers filed 200 pages of reports that they said documented election irregularities.
And a 2009 audit conducted for Kabul Bank by A. F. Ferguson & Company, an affiliate of PricewaterhouseCoopers, documented several irregularities.

My delegation witnessed and documented widespread election irregularities including blatant vote buying, intimidation of voters and observers, massive voter disenfranchisement, and anomalies in vote tabulation for large blocks of the country, all of which resulted in the consolidation of power by the National Party and the unfair defeat of the opposition.
