If resettlement remains a luxury then irregular migration will remain the norm.
"Australia, Indonesia and other nations have increased their capacity to respond to irregular migration," he said.
Nonetheless it continues the strong emphasis on stringent policing of EU borders and strict controls on "irregular migration".
Turnbull also had talks on Saturday with Malaysia's prime minister, Najib Razak, and it's believed "irregular migration" was canvassed.
The EU, similarly, is adopting militaristic and secretive language to outline its response to irregular migration across the Med.
Following the summit, the European Union chief, Donald Tusk, said: "the days of irregular migration to Europe are over".
"Increased return rates should act as a deterrent to irregular migration," the document reportedly says.
Enforcement alone will not solve the issue of irregular migration, but could increase the risks and abuse faced by migrants and refugees".
Stronger measures are also required to tackle irregular migration, by reinforcing the border agency Frontex and putting in place proper return and readmission mechanisms.
