Their idea became known as the "Prebisch-Singer" thesis.Invited by the UN in 1948 to direct its new Economic Commission for Latin America (ECLA), Prebisch turned its secretariat in Santiago, Chile, into a launch pad for "structuralism" and its related ideas of "inward development", import-substitution industrialisation and regional integration.

During most of the second phase, starting sometime in the 1930s and 1940s, Argentine policies had an explicit anti-agricultural bias rooted in the inward-development strategy and the import substitution industrialization.
Until 1985 the country opted for an inward looking development strategy based on the establishment of import-substituting industries to meet the needs of the local population for manufactured goods and to reduce the trade deficit.
Such measurements are often inaccurate, as they do not account for inward growth, irregular tumor shape with multiple lobes and development of metastases.
However, while Argentina's stance was not that peculiar by the standard of developing countries, where inward-looking development strategies were the norm, it was unusual by the standard of the rich countries, the club to which ostensibly Argentina wished to belong, or rather remain.
The most important was and remains deficient [End Page 111] national "learning capacity," exacerbated in the postwar period by the perverse incentives of inward-looking development policies.
"It is not a little ironic that the monarchy, at the head of Thailand's biggest business conglomerate, now promotes an inward-looking development strategy," says Kevin Hewison, coeditor of the quarterly journal that published Porphant's paper.
These particular conditions set out a complicated political economy environment whereby distributional conflict drives the alternation between outward and inward-oriented development strategies, with fundamental consequences for long run growth and for inequality itself, both as a determinant and a result of economic policy.
It also drove early development inward and upward.
"The event generates significant economic, social and cultural benefits including job creation, industry development, inward investment, tourism, infrastructure development and community involvement," she said.
